Overview: Patrick Ball CEO of LifePath shared an impactful update on the rising need for homelessness services in York County and their strategic plan to meet growing demand.
Escalating Community Need
- Meals increased from 101,000 (2023) to 141,000 (2024), with projections of 165,000+ this year.
- Overnight shelter stays rose 53% in 2024; current nightly census averages 185.
- Code Blue now operates daily from November 1 to March 31.
- About one-third of guests are experiencing homelessness for the first time.
Case Management Success
LifePath’s intensive case-management model has reduced recidivism to 2.1–2.3%, down from 30%.
In 2025, 1,124 individuals (including 228 children) moved into stable housing through coordinated support with partners such as UPMC, WellSpan, and the VA.
New Facility & Capital Campaign
LifePath is building a new 45,000 sq. ft. ADA-compliant facility on the former Borg Warner site.
- Consolidates four aging buildings into one efficient campus.
- Improves accessibility and enhances guest dignity and safety.
- Better serves seniors and guests with mobility challenges.
Over half of the $13 million campaign goal has already been raised. The current Market Street campus will be redeveloped into 50–100 units of affordable housing, creating a pipeline for guests transitioning out of shelter.
Economic Impact
LifePath operates on a $5.4 million annual budget funded entirely by private donors.
Their economic impact model shows an $11 return to the community for every $1 invested, totaling $55 million in community benefit.
